Joseph Chen is Senior Advisor at Axslogic, and is responsible for credit risk advisory.
Joseph is a seasoned banker with multi-disciplinary experience spanning across Canada, the US and Asia Pacific.
Joseph joins us from Ta Chong Bank, Taiwan, where he was the Chief Risk Officer. He succeeded in turning around the risk portfolios of the distressed bank and managed the asset books with relatively low losses through the Lehman fallout and onset of the Euro debt crisis. Under his stewardship, the ranking of the bank on NPL and coverage ratios improved from the fourth quartile to the first quartile of domestic banks in Taiwan.
Prior to this, Joseph was with DBS Bank as its Regional Head for consumer credit management. He played a key role in the bank's growth across Asia Pacific through M&A and joint ventures. Joseph implemented a regional credit policy and process framework, and incorporated best practices in credit risk management such as credit scoring and risk capital models leading to regulatory certification of its Basel II implementation. He facilitated the establishment of the Singapore Consumer Credit Bureau and became its chairperson during the formative years.
Joseph started his banking career in Canada in SME, commercial and corporate lending in Bank of Montreal, TD Bank and Citibank. He had exposure to a wide spectrum of industries and business sectors including real estate development, commodities and trade finance. At Citibank Canada, Joseph was Country Credit Officer and a specialist signatory for real estate. He subsequently moved to Asia to become the Program Director of the Business Risk Review team for Citibank Asia Pacific.
During his career, he also served as a Director /Advisor to the boards of Credit Bureau of Singapore, First Engineering Pte. Ltd., Capital OK Finance (Thailand), Ta Chong Finance (HK) and CholaMadalam Finance (India)
